Fitted Diaper can be from fleece or flannel with absorbent insert or soaker. These types of diapers do need a waterproof cover.
One- size diapers will fit on baby from birth to potty training age. They grow with baby. They can be waterproof or need covers. Weight range is from 7 to 35 lbs approximately.
Covers are used to protect baby clothing from wetting. They are made from waterproof material outside and soft fleece inside.
